PIPC Chairman Toney Coelho’s latest Chairman’s Corner blog outlines the most recent comments submitted by PIPC to CMMI regarding recently proposed episode payment models. “I applauded the agency for making a deliberate and conscious effort to solicit authentic patient feedback about their proposed new payment models. Although I’ve been critical in the past, I told them that I appreciated their seizing of this opportunity to forge a new path forward on engaging stakeholders, particularly patients, in the development, implementation and evaluation of alternative payment models.”
“Engaging the patient community is a complex task that requires more than the notice and comment processes traditionally used by regulatory agencies. However, a more structured process for patient engagement that leverages CMMI’s own best practices, along with creative methods employed by organizations such as the Patient-Centered Outcomes Research Institute (PCORI) and the Food and Drug Administration’s Patient Focused Drug Development Initiative, will ensure that the patient perspective is well represented in CMMI’s model tests and improve their likelihood of success.” Click here to read the blog.

Checkout PIPC’s latest patient blog featuring United Cerebral Palsy touting the benefits of patient-centered outcomes research. “Whatever your association with the word, research means many different things to many different people. It can sometimes be difficult to encourage people to engage as active participants in healthcare research, particularly if their associations with the concepts are less than positive. For many people who have a disability, the idea of research has a complicated history that may do little to spark the desire to become involved with the research process. Traditionally, research involving people with disabilities revolved around controversial subjects such as finding a cure, or treatments that solely focused on an individual’s primary disability or condition with little regard for the person as a whole. 3. CMS Seeking Nominations for Technical Expert Panel (TEP)
CMS is seeking nominations for a TEP entitled “Quality Measure Development: Supporting Efficiency and Innovation in the Process of Developing CMS Quality Measures.” From CMS: “As part of continued efforts to assist CMS with the process of improving measure development efforts, Battelle is forming a Technical Expert Panel (TEP) titled “Quality Measure Development: Supporting Efficiency and Innovation in the Process of Developing CMS Quality Measures.” TEP representatives will include CMS MIDS Measure Developer contractors, non-CMS measure developers, EHR vendors, hospital/clinician system representatives, and patient advocacy group representatives. TEP members will provide input during one two-hour TEP meeting via webinar and four full-day in-person meetings in Baltimore, Maryland. The Oncology Care Model (OCM) team invites you to attend a public forum open to all interested OCM stakeholders. The Oncology Care Model Stakeholder Public Forum will take place on Thursday, May 11, 2017 from 1:00-4:00 pm ET. The goal of this forum is to hear stakeholder feedback about OCM. 5. Fierce Health: Insurers Use Data to Drive Value-Based Contracts, Identify Gaps in Care
Evan Sweeney reports in a Fierce Health article on the new approach health plans are taking that utilizes data to drive value-based contracts. “...A new report released by the National Pharmaceutical Council and Avalere identified seven ways health insurers are using patient data and analytics...In some cases, patient data is furthering value-based payments among private insurers and altering physician networks to include top-performing physicians. Value-based contracts often include specific metrics that are tailored to physician performance. These contracts also spill over into the pharmaceutical industry where payers are more willing to cover high-priced drugs if there is evidence of better outcomes.” Click here to read the article.

Michelle Maskaly reports in Pharmaceutical Executive about the steps pharmaceutical companies can take to truly implement the philosophy of putting the patient first. “...At Merck, the company has created new experiences to get the patient voice into the mix. The first, chief rounds: Educational seminars with global leaders on patient-related topics of interest. Second, patient input forums: Live interviews with physicians and their patients to expose employees to a ‘real-word’ patient journey for a given disease or condition. Selby, MD, MPH, comments on the successes of PCORI’s PCORnet Initiative. “...The People-Centered Research Foundation (PCRF), which evolved from a work group of researchers within PCORnet, was formed in March as a private nonprofit that builds on the successes of PCORnet and furthers its mission as a sustainable platform for efficient, innovative research...PCRF will work in parallel and in collaboration with PCORnet and its participating networks to make PCORnet self-sustaining, even as the networks continue to use their current PCORI funding to build additional research infrastructure.” Click here to read the blog.

The American Association on Health and Disability’s Frederick J. Krause Scholarship on Health and Disability is currently accepting applications. The scholarship honors Frederick J. Krause, a lifelong advocate for those with disabilities who passed away in 2014. Beginning with his role as a special education teacher, Mr. Krause’s distinguished career in advocacy included service in the federal government and the cofounding of the American Association on Health and Disability.
