Last week, the Centers for Medicare and Medicaid Services (CMS) issued a Request for Information (RFI) seeking insights on a new direction to promote patient-centered care and test market-driven reforms that empower beneficiaries as consumers, provide price transparency, increase choices and competition to drive quality, reduce costs, and improve outcomes. In response, the Chairman Tony Coelho of the Partnership to Improve Patient Care (PIPC) applauded CMS and Administrator Verma for making strong statements in support of patients and patient-centered care, and releasing an RFI to set a new direction for the Center for Medicare and Medicaid Innovation that supports patients, caregivers and people with disabilities. PIPC has long advocated for CMMI to engage patients and people with disabilities early in the development of patient-centered demonstrations that have the potential to improve patient outcomes while lowering costs. As part of the effort to move CMMI in a new direction, Chairman Coelho urges CMMI to establish meaningful mechanisms for patients and people with disabilities to engage in the development of these models. He also urges CMS to develop meaningful patient-centeredness criteria that would enable CMMI and the public to determine whether APMs are truly putting patients first. PIPC is reviewing the RFI in more detail and looks forward to working with CMMI on a new direction that puts patients at the center. 2. Lupus: Patient-Focused Drug Development Meeting
Today, from 10:00 am - 4:00 pm at the College Park Marriott Hotel & Conference Center, three lupus organizations will hold a Patient-Focused Drug Development meeting to advance their understanding of the lupus patient perspective. The goal of the Lupus PFDD Meeting is to inform how FDA officials – particularly those reviewing potential new treatments for lupus – think about this disease. We want agency officials to know what it is like to live with lupus day-in and day-out, how the disease impacts your daily life, what benefits you expect in future treatments and what level of risk you may be willing to accept in exchange for these benefits. Following the meeting, the organizers will write a report summarizing the survey results and the meeting, calling out the most important points and perspectives. This document will be conveyed to the FDA, pharmaceutical developers and researchers to ensure they know how lupus impacts people and families, what our community values most and what we want to see in new treatments. 3. The PCORI Blog: What 30 Years of Living with Pain Taught Me about Advancing Research
Christin Veasley discusses her experiences and perspectives as both a patient, and researcher of chronic pain in The PCORI Blog. “...[W]e want evidence to help us and our clinicians identify the best treatments based on our health history and personal preferences. One PCORI-funded study that could provide that kind of evidence is testing group sessions that educate patients on pain management tools, help patients communicate with their doctors, and increase patients' active involvement in their care decisions. The study asks whether people who have chronic pain and are just starting or are on long-term opioid treatment experience better outcomes if they receive these educational sessions than if they don't.” Click here to read the blog.
Layla Lavasani and Penny Mohr highlight Pain Awareness month in a post for The PCORI Blog.“...We've heard from patients, clinicians, purchasers, payers, and other stakeholders that people dealing with pain need a range of safe, effective treatment options, and they also need information about how to use opioids appropriately and safely. 4. Healthcare Informatics: New Patient-Centered Studies Take Advantage of PCORnet Infrastructure
David Raths reports on grant funding from PCORI to additional patient-centered research studies for Healthcare Informatics. “...Another [clinical decision support-related] project is ramping up to try to speed the process of getting the findings from federally funded patient-centered outcomes research into point-of-care clinical decision support. The Patient-Centered Clinical Decision Support Learning Network is a 4-year project launched in April 2016 with funding from AHRQ to catalyze dissemination of patient-centered evidence and practices via clinical decision support to improve care and outcomes.” Click here to read the article.
5. Morning Consult: Evidence About Effectiveness Offers Hope for Reversing OpioidCrisis
Joe Selby and Sherry Dubester comment on the importance of PCORI-funded research in combating the opioid epidemic for Morning Consult. “...We need to understand what works most effectively to treat opioid use disorders, reduce people's reliance on opioids, and prevent addiction. To do that, however, we also need to learn how best to treat chronic pain without opioids and to prevent acute pain from becoming a chronic condition...Comparative clinical effectiveness research is health research expressly aimed at answering such practical, real-world questions. 6. HealthITAnalytics: CMS Requests Input on “New Direction” in Patient-Centered Care
Jennifer Bresnick reports on the survey designed by CMS requesting public input on how the agency can foster “affordable, effective” patient-centered care for HealthITAnalytics. “‘One of the most important goals at CMS is fostering an affordable, accessible healthcare system that puts patients first,’ CMS wrote. ‘Through this informal Request for Information, the CMS Innovation Center is seeking your feedback on a new direction to promote patient-centered care and test market-driven reforms that empower beneficiaries as consumers, provide price transparency, increase choices and competition to drive quality, reduce costs, and improve outcomes.’” Click here to read the article.
7. CMS Measure Development Education and Outreach Series
The Centers for Medicare and Medicaid announced that they are seeking participants for the Measure Development Education and Outreach series, specifically for stakeholders invested in the Quality Payment Program (QPP) quality measurement development. “In partnership with our Measure Management System (MMS) contractor, Battelle, CMS will be hosting a monthly series of educational presentations on the measure development process and related topics that will include the opportunity for open discussion on measure development with CMS and your peer organizations. In addition to these education and outreach sessions, we are also offering groups currently developing QPP quality measures an opportunity to share your proposed measures and measure concepts with CMS through a spotlight series.” Contact [email protected] if you are interested in participating.

The American Association on Health and Disability’s Frederick J. Krause Scholarship on Health and Disability is currently accepting applications. The scholarship honors Frederick J. Krause, a lifelong advocate for those with disabilities who passed away in 2014. Beginning with his role as a special education teacher, Mr. Krause’s distinguished career in advocacy included service in the federal government and the cofounding of the American Association on Health and Disability.
