“By acting on these recommendations, policymakers can prioritize outcomes that actually matter to patients as they seek to implement a shift from fee-for-service to value-based payment models. These recommendations make clear that when patients are meaningfully engaged in the process of developing new policies and programs—particularly as they relate to new payment models—we can make a significant contribution toward the ultimate goal of fostering a patient-centered healthcare system."
The panel recommended specific approaches for policymakers to take actions, including steps to:
- Achieve outcomes that matter to patients.
- Promote care planning that identifies patient preferences.
- Support effective shared decision-making.
- Improve electronic health records.
- Promote patient-driven care through APMs.
- Increase transparency to patients and beneficiaries.
- Support credible use of evidence.
- Use quality measures reflecting outcomes that matter to patients.
- Develop a new patient satisfaction survey and score.
