1. PCORI Board of Governors Meeting Today! Advanced Illness, Opioids and Back Pain on Agenda.
 
The Patient-Centered Outcomes Research Institute (PCORI) is convening an in-person meeting of its Board of Governors today.  On the agenda, PCORI will consider a new implementation funding announcement concept, new standards from the PCORI Methodology Committee, hear from patient organizations including the National Multiple Sclerosis Society and the Michael J. Fox Foundation, consider proposed slates for funding (Pragmatic Clinical Studies, Symptom Management for Patients with Advanced Illness, Medication-Assisted Treatment Delivery for Pregnant Women with Substance Use Disorders Involving Prescription Opioids and/or Heroin, and Optimized Multidisciplinary Treatment Programs for Nonspecific Chronic Low Back Pain). PCORI will also consider developing a funding announcement for Psychosocial Interventions with Office-Based Opioid Treatment and will consider items related to PCORnet.  Click here to view the agenda.

2. IFPA White Paper: The ICER Myth
 
The Institute for Patient Access (IFPA) has published a white paper outlining the flaws in ICER’s value-based analyses. “Amid widespread debate about pharmaceutical prices, ICER has made a name for itself by generating the unicorn of health care economic analysis: the price at which an innovative drug provides value. The group has come under scrutiny for its methodology and calculations. Critics have also made an issue of ICER’s funding, some of which comes directly from health insurers or from nonprofit foundations supported by health insurers. But perhaps the organization’s biggest drawback is its suggestion that the value of life-altering drugs for individual patients can be lumped into a “one-size-fits-all” calculation. ICER’s “value-based price” is a fallacy, and a dangerous one. In the hands of health plans, these prices can become negotiation tools.” Click here to read the white paper
 
3. Request for Nominations: PCORI Board of Governors
 
PIPC Chairman Tony Coelho urges patients, people with disabilities and other stakeholders to take advantage of this great opportunity to nominate candidates for the PCORI Board of Governors! The GAO is accepting nominations for the PCORI Board of Governors. “GAO is accepting nominations in the following categories required in statute: A physician, a nurse, a representative of patients and health care consumers, a representative of private payers, a representative of a state or a federal health program or agency, and a representative of pharmaceutical, device, or diagnostic manufacturers or developers. Nominations should be sent to the email or mailing address listed below. Acknowledgement of submissions will be provided within a week of submission.” Click here to apply. Deadline: May 4, 2018. 
 
4. NASHP: Policymakers Weigh Patient-Centered Research into Care Models for Individuals with Serious Mental Illness
 
Jennifer Reck and Olivia Bacon discuss a new patient-centered research approach for adults with serious mental illness. “The National Academy for State Health Policy’s patient-centered research workgroup, made up of state policymakers from a range of agencies, met recently to review these and other new studies addressing SMI and to discuss the potential policy implications of this research. The workgroup recognized the importance of patient-centered research, especially for the SMI population for whom outcome measures such as patient activation, empowerment, and quality of life are critical. While the positive findings on outcomes, such as patient activation, may encourage states to innovate by pursuing federally-funded demonstration projects, other policy decisions involving Medicaid or which services would be covered require a stronger level of evidence, including information on other relevant outcomes.” Click here to read the blog. 
 
5. PatientEngagementHIT: CMS Calls for Patient-Centered Data Access in New Agency Initiative
 
In an article for PatientEngagementHIT, Sara Heath reports on a new CMS initiative that seeks to enable patient-centered data access. “CMS will be putting patients at the center of healthcare decisions as a part of the Data Driven Patient Care Strategy, an offshoot of the MyHealtheData initiative, CMS Administrator Seema Verma announced this week at the 9th annual Health Datapalooza. The Data Driven Patient Care Strategy has a three-pronged approach, Verma explained. First, CMS aims to put the patient at the center of healthcare. Next, the agency will focus on making more health-related data available to patients. CMS will also take an “application programming interface (API)-approach” to improving patient data access.” Click here to read the article. 
 
6. AHRQ Keeps Working To Reduce Health Disparities
 
Francis Chesley discusses the work of AHRQ’s work in addressing health disparities in AHRQ Views.  “...The theme for this year's National Minority Health Month is Partnering for Health Equity. This theme certainly resonates with us. AHRQ's mission not only is to produce evidence to make health care safer, higher quality, more accessible, equitable, and affordable, but also to work within the U.S. Department of Health and Human Services and with other partners to make sure the evidence is understood and used.” Click here to read the article. 
 
7. Webinar: CMS Quality Measures — How They are used and How You Can Be involved
 
The Centers for Medicare and Medicaid (CMS) is hosting a series of webinars that will provide education on quality measures. “We are offering an Introduction to CMS Quality Measures webinar series available to the public. On April 26th, from 1:00 - 2:00 PM, Eastern Time, CMS will host the first of a two-part series that covers an introduction to quality measures, overview of the measure development process, how the public can get involved, and the new Meaningful Measures initiative. If you are unable to attend during that time, the same session will be offered again on May 2nd, from 4:00 - 5:00 PM, Eastern Time. CMS is looking for your feedback and participation in the quality measurement community, so please join us during the webinar to learn what we are doing and how you can be a part of the process!” Clickhere to register.
