In a letter to North Dakota State Sen. Judy Lee (R-ND), the Partnership to Improve Patient Care (PIPC) offered strong criticism of legislation that would deploy the discriminatory quality-adjusted-life-years (QALY) metric as a means of addressing rising health care costs.

The letter expresses concern about S.B. 2031, which would use reference rates of prescription drugs from the Canadian government. Canada's use of the QALY for coverage and reimbursement decisions is well-documented and has resulted in countless patients, people with disabilities, and older adults being unable to receive the treatments and care they need.
"We understand that the rising cost of health care is a concerning issue that requires real solutions," wrote PIPC Deputy Director Thayer Roberts. "We look forward to working with you and your fellow elected officials to manage health costs in a manner centered on meeting the health care needs of people with disabilities and chronic conditions."
