Last Friday, Partnership to Improve Patient Care (PIPC) Chairman Tony Coelho submitted a letter to the International Society for Pharmacoeconomics and Outcomes Research (ISPOR) Chief Science Officer Richard Wilke outlining “strong” concerns about the recent draft of a U.S. Value Assessment Frameworks initiative led by ISPOR. In the letter, Chairman Coelho expresses disappointment with ISPOR’s recommendations, noting that they “do not reflect advancement as indicated to be ISPOR’s mission.” “We understand the challenge of assessing value in health care in a manner that is centered on the characteristics, needs and preferences of the individual patient versus defining value based on what is cost effective for an ‘average’ patient, and appreciate that the work that the ISPOR Special Task Force on Value Assessment has undertaken is difficult,” wrote Chairman Coelho. “That said, we have significant concerns regarding the recommendations that ISPOR outlines in its draft report…PIPC was hopeful that the Special Task Force was an opportunity to further advance novel, patient- centered methods for assessing treatment value. We are disappointed that ISPOR instead doubled down on the use of the cost-per-QALY metric in direct contradiction to the patient-centeredness movement.”
Chairman Coelho also states: “PIPC urges ISPOR to develop and implement a process for patient engagement that reflects the best practices modeled by organizations like PCORI, FDA, and others described above. With a meaningful patient engagement infrastructure in place moving forward, PIPC is excited to continue to be an engaged stakeholder in the U.S. Value Assessment Frameworks Initiative.” Click here to read the letter.

But Cole insists it’s not just the personal that drives his policymaking — it’s simply that funding medical science is a no-brainer, good for Americans individually as well as for the economy. A new piece in the Health Affairs Blog touches on the importance of the patient perspective on value frameworks.“...The need to incorporate the patient perspective on value has been a key talking point for all types of stakeholders in critiquing value assessment models. It is first on the [National Pharmaceutical Council’s] list of ‘improvements,’ and the NPC is far from alone in this perspective. The American Journal of Managed Care released a new video featuring Dr. Irene Hollin, who notes that a tailored approach to value assessment will help drive innovation and impact patient outcomes and access to care. “It’s not possible to have a one-size-fits-all approach to value assessment in the US healthcare system. We need a tailored approach, and to do so, this means that we need to understand, define, and measure value accurately, and then tailor our approach to the stakeholder, to the health condition, and to the subpopulation. This is imperative because there are substantial repercussions for reimbursement, patient access, and patient outcomes. A new article in Pharmaceutical Technology touches on the discussion and debate surrounding value-based medicine “...In its Global Healthcare Leaders survey for 2017, Lazard asked more than 200 C-level executives and more than 100 investors in the pharmaceutical industry, medical devices and healthcare services what the most important issues, opportunities and challenges were...[R]espondents cited the move to value-based medicine and risk-based pricing models as the most significant change facing the industry, suggesting that it might even have more of an impact than scientific breakthroughs. Zachary Bessette reports in the Journal of Clinical Pathways on a patient-centered digital education initiative that is having a positive impact on lung cancer patients. “Patients with lung cancer who received and viewed a digital series of education about their intravenous treatment were more likely to remain adherent and improve their survival rates, according to research that will be presented at the 2017 ASCO Annual Meeting...” Click here to read the article.

The American Association on Health and Disability’s Frederick J. Krause Scholarship on Health and Disability is currently accepting applications. The scholarship honors Frederick J. Krause, a lifelong advocate for those with disabilities who passed away in 2014. Beginning with his role as a special education teacher, Mr. Krause’s distinguished career in advocacy included service in the federal government and the cofounding of the American Association on Health and Disability.
